Q. Is this a good time to buy a new Chrysler or G.M. vehicle?

A. There are some excellent deals, but some consumer advocates advise caution. Mr. Ditlow said it would be smarter for consumers to wait. Consumers would then have more information, including whether there was a dealer nearby and what their legal rights would be. “It would dispose of the uncertainty,” said Norman Silber, a professor of law at Hofstra University who specializes in consumer law.
