Prof. Julian Ku Speaks as Expert Panelist at AEI Event on Combating Int’l Shipping of Opioids

Julian Ku, the Maurice A. Deane Distinguished Professor of Constitutional Law, served as an expert panelist at a Sept. 27 event hosted by the American Enterprise Institute (AEI), “Combating the International Shipment of Opioids: Remarks From Sen. Rob Portman, R-Ohio.”

The event began with remarks by Senator Portman, chairman of the U.S. Senate Permanent Subcommittee on Investigations, on the subcommittee’s recent report Combating the Opioid Crisis: Exploiting Vulnerabilities in International Mail.

Professor Ku spoke on the topic “International Postal Agreements and US Law,” giving an overview of the international law issues involved in the Universal Postal Union (UPU), the history of executive agreements, and whether the American government is bound by these agreements. His fellow panelists were Jim Campbell, a postal policy consultant, and Tom Ridge, former secretary of homeland security and governor of Pennsylvania.
